One of the three starter agents for the guristas 'Smash and Grab'pirate arc is in space in Obe. The agent is Atma Aulato who works with the Caldari corp, Ytiri. She's sitting in her Falcon at a location called 'Counter Intelligence Center'.
IDK what happened to you, but Aulato is most certainly there and offering the mission ... I was there earlier today.
Is it possible that you selected the beacon, or some LCS / LCO, rather than the agent? Otehrwise I can only sugegst tryign again and if that fails, logging off and on and trying again ... then petition or bug report.

I did check this out and, needless to say, the agent is there and is working fine. I gather that OP is an alt for some local wannabes looking to draw well meaning folk into a trap of some sort. Oh well, it takes all sorts.
Can't complain tho. I needed to go there, and the system was very good for selling our pirate-arc-completion-kits. Out of stock there already, and having trouble keeping up with demand. Thanks, I like that

I usually visit them at around 30km, cloaked if lowsec / nullsec, so I guess their range is something >30km.
